Kako dodaje, slijedom navedenog, Ustavni sud Federacije BiH je utvrdio da se ovaj zahtjev i ne može posmatrati kao zahtjev za zaštitu prava na lokalnu samoupravu, već bi prije moglo biti riječ o sporu koji se rješava pred redovnim sudom.
